Rikken Kaishintō (立憲 改進 党, Rikken Kaishintō Progressive Constitutional Party) was a Japanese political party that existed in the Meiji era. It was also known as the Kaishintō.

It was founded by Ōkuma Shigenobu in April 1882, with the help of Yano Ryūsuke, Inukai Tsuyoshi and Ozaki Yukio. She received financial aid from zaibatsu Mitsubishi and had considerable support from the Japanese press and urban intellectuals, The party pursued a moderate ideal, appealing a constitutional monarchy similar to the United Kingdom within the framework of a parliamentary democracy. In the opening speech of the party, Ōkuma emphasized the symbolic role of the monarch in the type of government he sought. He also stated that those radicals who supported the emperor's direct intervention in political decisions could end the existence of the imperial institution.

In the first election of the Diet in 1890, the Kaishintō won 46 seats in the House of Representatives, becoming the second largest party after the Jiyūtō. Later, the Kaishintō adopted a nationalistic foreign policy and in March of 1896 it was united with other small nationalist parties to conform Shinpotō. Notes
