In 1975, he graduated from the Vilniaus universitetas, graduated in mathematics and habilitated in 1989. From 1975 to 1980 he worked as a research assistant at the Research Institute of Lietuvos mokslų akademija. From 1980 he worked at the Economic Institute. Since 1999 he has been a professor. From 1990 to 1992 he was a guest professor at the University of Bonn. From 1996 to 2000 he headed the center of economic research at Lietuvos bankas. From 2004 to 2013 he was a member of the board of the Lithuanian central bank and from 2000 to 2004 ambassador in Berlin. Since 2005, he has taught at the Vilniaus Gedimino technikos universitetas faculty of business management.
