TACIS program
The TACIS (Technical Assistance to the Commonwealth of Independent States) Program was a European Union initiative to support the transition to a market economy and strengthening democracy in the Commonwealth of Independent States (CIS) and Mongolia. The program was launched in 1991 and was in force until 2006.
Its partners are Armenia, Azerbaijan, Belarus, Russian Federation, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Mongolia. Economic assistance
In 1999, a budget of € 462.55 million was allocated. These commitments include a contribution of € 40.40 million to the special fund of the European Bank for Reconstruction and Development for the protection structure of the Chernobyl nuclear accident reactor, € 22.5 million for nuclear safety, border cooperation program (EUR 20 million) and a transfer of EUR 20 million for a humanitarian assistance program.
In addition, there has been a policy advice program and a training program for managers. After the financial crisis in Russia some projects have been reoriented, mainly in the banking and social sectors.
The program had a budget of 3,138 million euros for the period 2000-2006. It also has a city twinning subprogram.
