From 1906 to 1908, the railway line from Panama City to Dothan was built by the Atlanta and St Andrews Bay Railroad (ASAB). At the time, in Cottondale, a connection to the important Pensacola to Atlantic railroad, built in 1883 by Pensacola and Atlantic Railroad, was run by the Louisville and Nashville Railroad

The Grimes - Abbeville junction was built by the Alabama Midland Railway until 1893, which was integrated into the Plant System in the following year. In 1902, the company moved into the Atlantic Coastline Railroad (ACL) together with the Plant System. The legal successor to ACL, CSX Transportation, sold the route to the Abbeville-Grimes Railway Company in 1989, which was integrated into the Bay Line Railroad on June 26, 1996, which in turn was part of the Rail Management Corporation. The main route from Dothan to Panama City has been operated since the founding of the Bay Line Railroad on 1 January 1994 by the latter. The company is owned by Genesee and Wyoming since 1 June 2005.
