Pundit Muneshwar Dutt Upadhyay was the Indian freedom fighter, politician, social worker, teacher teacher. He was a member of the first and second Lok Sabha of India.

Pandit Munishwar Dutt Upadhyay was born on August 3, 1898, at Gajadhar Prasad Upadhyay's house in Lakshmanpur village of Lalganj tehsil under Pratapgarh district. After passing the Highschool examination from Somvanshi Higher Secondary School (PB Inter College), he received a post-graduate and law degree in Allahabad. Due to his sharpness, he got a job in the Allahabad Mayor's office. In the meantime, inspired by the ideas of Mahatma Gandhi for the freedom struggle, he joined the freedom movement. While leading the district of Kisan movement of Pandit Jawaharlal Nehru, India's first Prime Minister, Munishwar Dutt played an important role with Baba Ramchandar, Zinguri Singh and former MLA Ramram Shukla. Through the agitation, Panditji became an extremely close friend of Jawaharlal Nehru, leaving an indelible impression of sincerity and honesty throughout the country.
Munishwar Dutt Upadhyay was made the first president of the state Congress committee thanks to renunciation. State Revenue Minister, Member of the Legislative Council and Member of Constituent Assembly were working as such.
Pandit Munishwar Dutt Upadhyay, born in a very ordinary family, had the opportunity to become the first MP of the district. He did not know to bend in front of anyone. He was one of the close friends of Lal Bahadur Shastri, Indira Gandhi, Madan Mohan Malaviya, Govind Ballabh Pant, Purushottam Dass Tandon, on the strength of work and untiring courage.
During the independence movement, Munishwar Dutt came to the village and village to achieve the non-cooperation movement run by Mahatma Gandhi, and fulfilled his dream of Bapu. After independence, in Delhi, he made a different identity in his work while doing pre-work between Pt. Jawaharlal Nehru, Sardar Vallabhbhai Patel, Dr. Rajendra Prasad. He was also made a member of the production house in the constitution. Bela's only devotions are those whose signature is in the Constitution of India. The Supreme Court is a representative of Upadhyay ji Uttar Pradesh. Given his organizational ability, he was made the President of the State Congress Committee in the year 1955. Upadhyay ji was twice MP from Pratapgarh in the year 1952 and 1957. All of their talents were convincing. This is the reason that he was made a member of the Constituent Assembly. In the year 1966, he contested the State Legislative Council from local bodies and achieved success. Mohnishan Kidwai lost the election against him. Panditji was made the revenue minister in the Cabinet of Chandrabhanu Gupta in UP. In the year 1931, after a bullet case against farmers in Kahla of Pratapgarh district, Upadhyay ji started with rajarshi Purushottam das tandan and Lal Bahadur Shastri and staged the farmers. The efforts made by Munishwar Dutt Upadhyay to overcome the backwardness of Uttar Pradesh are unmatched. Pandit Munishwar Dutt, who was honored with the title of Belval's Malviya, was very interested in education, with the knowledge of the Upadhyaya law. As a result, he established himself as the Malaviya of Belha by establishing nearly two dozen educational institutions in the district. Pandit ji awakened the education of entire Uttar Pradesh after establishing 22 educational institutions. He focused on the establishment of educational institutions to overcome illiteracy from Bela. He believed that the development of the district can only be through education. In 1948, he established Ramraj Inter College Bar and Higher Secondary School, Saifabad, in the name of his closest former MLA Rajaraj Mishra. This was his first educational institution. After this, established twenty intermediate colleges, two degree colleges and two junior high schools in the district. Between 1948-1983, the establishment of such educational institutions in the district showed the right way for the children of the country.
