Ordinary law


The ordinary law is the rule of law, which is generally the first step in the legal hierarchy of the laws of a State, following the Constitution and parallel to organic laws or other equivalent (usually have extraordinary requirements for their approval and deal with special matters), of the same hierarchical and different competency level.

Its approval corresponds to the Congress or Parliament, usually, by majority of the members in exercise of the corresponding cameras. In democratic systems, members of parliament or congress are elected by universal suffrage. The approval of the laws can be done by voting in the plenary of the chamber, or by any of the legislative commissions that may exist.

Ordinary laws begin processing, either at the initiative of the House or at the initiative of the executive. In some systems, moreover, it is admitted to be through a popular initiative.

Ordinary laws are also those issued by the legislative bodies of the federated states, territories or autonomous communities that, within a federal, regional or autonomous state, are attributed this capacity. It regulates general themes, in the abstract without taking as a a concrete and factual situation.
