A cat stairs (also referred to as a cat ladder or cat staircase) is a device to allow free cats to move up and down to an apartment which would not be accessible to the cat via the house facade, especially if the apartment not on the ground floor. Often, a cat flap is also installed on the side of the apartment to enable the animal to leave and enter the apartment on its own.
