Wilfredo Manlapaz received the sacrament of priestly ordination for the archbishopric of Caceres on 6 December 1964.
On 22 December 1980 Pope John Paul II appointed him titular bishop of Tanudaia and appointed him an auxiliary bishop in Maasin. The Apostolic Nuncio in the Philippines, Archbishop Bruno Torpigliani, gave him the bishop's ordination on February 7, 1981; Co-conspirators were the Archbishop of Caceres, Teopisto Valderrama Alberto, and the Bishop of Maasin, Vicente Ataviado and Tumalad.
