The Institute for Legal Issues of Open and Open Source Software (or ifROSS) is a private institution that deals with open source and open content. It was founded by lawyers Till Jaeger and Axel Metzger in early 2000 in Munich. The Institute has, among other things, created the UVM license for free content. In 2002, the ifrOSS enabled the inclusion of the so-called Linux clause in the law, which allows legal certainty for licenses such as GNU FDL and similar in Germany.
