Goto, who was born in Yamagata prefecture in 1887, completed the Imperial Japanese Army Academy in 1907 with his 19th vintage. From 1934 to 1935 he was commander of the Regimentdistrikts Sendai and subsequently, by 1934, commanding officer of the 16th Infantry Regiment of the 15th Infantry Brigade of the 2nd Division.

After the start of the Second Japanese-Chinese War, Gotō was the commander of the fortress on the island of Tsushima until 1938. After being promoted to Generalmajor, he commanded the 132nd Infantry Brigade of the 104th Division. As part of the 21st Army, he fought with his division in the operations of the conquest of Canton and Shantou in southern China and participated in the defense of the region against the Chinese winter offensive from 1939 to 1940.

In 1940, Gotō was relocated to Japan, where he took over the command of the 4th supply division shortly before he was put into the reserve in the same year and retired. Already in 1941, however, he was called back to the service and took over until 1942 the regimental district Yokohama. In 1945, he was then briefly the commander of the regimental district and the Kōfu area in Yamanashi Prefecture. After the capitulation of Japan, he finally left the military service.
