Horacio Barbato was one of the most detracted opponents of the second decenvirate when he resolved to continue in power beyond his term of office (450 BC). In the tumult that followed the death of Virginia, Valerio and Horacio took the lead of the popular movement, and when the commoners separated to Mount Sacro, Valerio and Horacio were sent by the Senate to negotiate the conditions of peace with the plebe raised.

The right of appeal and the tribunes of the plabe were restored. Full amnesty was granted to all who participated in secession. The decenvirate was abolished and the two friends of the plebs, Valerio and Horacio, were chosen consuls for the year 449 a. C. The freedoms of the plebs were confirmed even more in their consulate by the writing of the celebrated Leges Valeriae Horatiae.

Later, Horacio gained a great victory over the Sabines that inspired them such a fear of Rome that they did not take up arms again for the next hundred and fifty years. The Senate refused to give Horace a victory, but it was held anyway without his consent.
