Zmeskall was an official in the Hungarian court chancery in Vienna from 1784 to 1825 and one of the closest friends of Ludwig van Beethoven. He himself played the cello and left several string quartets.

He is the dedicator of Haydn's String Quartets op. 20 (Artaria's new edition of 1800) and of Beethoven's String Quartet in F minor op. 95 (1810/11, printed 1816). Anton Halm also dedicated his Sonata for piano and violoncello op. 52 (after 1824).
