The Japanese Atomic Regulatory Authority (Jap. 原子 力 安全 保安 院, Genshiryoku anzen-hoan-in, Nuclear and Industrial Safety Agency, NISA) was a Japanese authority whose task was to ensure the safety of nuclear power plants Security of the Japanese population by regulating the energy industry and related industries. It was subordinated to the Japanese Ministry of Economic Affairs, Trade and Industry, METI.
The agency, which is directly subordinate to it, was the Shigen-energy-chō (資源 エ ネ ル ギ 庁 庁, "Agency for Natural Resources and Energy")
The NISA was founded in 2001 during the reform of the central government. Their headquarters was in Kasumigaseki, Chiyoda, Tokyo and also had regional offices. The headquarters also co-operated with the "Nuclear Energy Committee" (Genshiryoku-iinkai, Japan Atomic Energy Commission).
The NISA has been advised and supervised by the Scientific Nuclear Safety Commission of the Japanese Government (NSC), whose seat is also located in the Ministry District in Kasumigaseki and supported by the Japanese Nuclear Safety Agency (JNES).
Since the beginning of the nuclear disaster of Fukushima in March, it has been criticized again and again, since it was subordinated to the Ministry of Economic Affairs, whose task was the promotion of nuclear energy, and the resulting conflicts. Therefore, it was dissolved, and the NSC, as of September 19, 2012 and replaced by the Genshiryoku Kisei Iinkai.
