Tobar-Doctrine
According to the Tobar doctrine dating back to the Ecuadorian Foreign Minister in 1907, the Latin American states should not recognize a government that has come to power illegally by force. Governments which have not come to power by free elections are therefore to be recognized only after confirmation by the people.
The attempt to establish yet another in the recognition of governments alongside the criterion of effectiveness has not been confirmed by international law practice.
