Théodore Simon was born on 10 July 1872 in Dijon. He studied medicine and worked in a house in Perray-Vaucluse in 1899, where later Binet was hired. Simon was enthusiastic about his work, which influenced his PhD in 1900 and eventually led to the collaboration of the two.
On behalf of the French minister of education, the two developed the first scale for measuring intelligence (for children between 3 and 15 years of age).
From 1905 to 1920 he worked as chief psychiatrist in the Saint Yon hospital; returned to Perray-Vaucluse as a director in 1920, where he retired in 1936. He continued the publication of the Bulletin, begun in 1912, until 1960. He died in Paris in 1961.
