The Institute for the Defense of People in Access to Goods and Services (INDEPABIS) is the Venezuelan entity responsible for defending and protecting the interests of people in gaining access to goods and services. This institute establishes the administrative illicit, its procedures and sanctions as well as the criminalization of the crimes. The institute is attached to the Ministry of Popular Power for Commerce. From 2015 will be liquidated and merged, together with the national superintendence of costs and prices, to the National Superintendence for the Defense of Socioeconomic Rights.
Its highest authority is the national superintendent for the defense of socio-economic rights, Andrés Eloy Méndez.
