The Cabinet Lanza ruled Italy from 14 December 1869 to 10 July 1873. Before that, the Cabinet controlled Menabrea III, then the Cabinet Minghetti II. The government of Prime Minister Giovanni Lanza was elected in the Parliament by the so-called "Historical Right" ( destra storica) and by independents.
In 1870, the Cabinet Lanza removed the rest of the church state and made Rome the capital of Italy, with the result that its agreement was largely concluded. The government tried to defuse the resulting conflict with the pope by the so-called "law of guarantees". Inside, Treasury Secretary Sella continued to consolidate state finances with determination.
