Elections in Israel are limited, at the national level, to the election of the Knesset, the Israeli parliament. The Knesset has 120 members elected every four years by a system of proportional representation in closed lists of political parties. The Israeli electoral system has a 2% electoral barrier which favors small parties and avoids large majorities, so it is usually necessary to form coalitions to govern.
On three occasions the prime minister was elected in a direct vote of the electorate, instead of being appointed by the Knesset. The prime minister was voted in 1996, 1999 and 2001, but the system was abandoned after observing the impossibility of forming stable governments due to the lack of parliamentary majority.
