Harckensee belonged to the first state parliament of Schleswig-Holstein in 1946. He was a member of the Committee on Food, Agriculture and Forestry and the Disaster Control Committee. Harckensee was originally a member of the Deutsche Aufbaupartei and became a member of the DKP-DRP on 22 March 1946 through its merger with the German Conservative Party.
