Andrew S. Rowan.
Andrew Summers Rowan (23 April 1857, Union, West Virginia - January 10, 1943) was an officer of the United States Army.
He was appointed cadet on July 1, 1877. As a captain, he was awarded the Distinguished Service Cross for his participation in operations in Cuba in May 1898. His mission was to deliver what is known as A Message to Garcia , an action that was key in the development of the Spanish-American War. President William McKinley was looking for someone capable of contacting the leader of the Cuban revolutionaries, General Calixto Garcia.
From this fact, Elbert Hubbard wrote a story titled A Message to Garcia.
