He was Prime Minister of Belarus from 1991 to 1994, having held the position equivalent to that of secretary general of Soviet Belarus since 1990. Kebich was also one of two candidates in the final stage of the 1994 presidential election, but was defeated by the current leader Aleksandr Lukashenko by a large margin of difference. After that election, he directed the Belarussian trade and the Financial Union and was a member of the House of Representatives.
Before his career as a politician, Kebich worked as an engineer.
