On March 18, 1997, Pope John Paul II appointed him titular bishop of Grass Valley and the auxiliary bishop of Hartford. The Archbishop of Hartford, Daniel Anthony Cronin, gave him the bishop's ordination on June 10th, Co-conspirators were the Bishop of Ogdensburg, Paul Stephen Loverde, and the Auxiliary Bishop of Hartford, Peter Anthony Rosazza.
