Hoffen studied Political Science and Contemporary History, German Studies and Eastern Slavic Studies at the University of Mannheim from 1981 to 1987, and from 1987 to 1989 was a research associate in the German trade union history. From 1990 to 1994, she worked as an assistant at the Chair of Political Science and Contemporary History at the University of Mannheim under Hermann Weber. In 1996 her doctorate was awarded to Dr. phil. with a work on the cultural relations between the Third Reich and fascist Italy. From 1999 to 2004 she was a research assistant at the Stadtarchiv Mannheim. Hoping has been married to Frank Mentrup since 1990 and has four children.
