Thematic strategy




The thematic strategy is a decision-making tool that is used in the European Union to achieve its objectives. Thematic strategies are designed on the basis of comprehensive knowledge and comprehensive consultations. They may include concepts (eg the development of new Community legislation), qualitative and quantitative objectives and timetables. Through a comprehensive analysis of the problems and links with other policy areas, the thematic strategies often contain a set of measures to achieve the desired objectives. The EU uses a standardized framework for the thematic strategies, which includes three phases:

The thematic strategies instrument was introduced at the beginning of 2000 with the Sixth Environmental Action Program to achieve the environment targets of the EU and has been used since 2005 as a tool to implement the thematic programs of the European Union.
