In 1972, Pakalniškis graduated from the University of Vilnius, where he worked as an assistant. In 1978, he became a candidate for legal science after the aspirant in Moscow. From 1989 to 1991 he worked in the Legal Department of the Supreme Council of the Lithuanian SSR and the provisional Seimas. From 1991 to 1992 he was Lithuanian Minister of Justice and Deputy Prime Minister of Lithuania. In 1992 Vytautas Pakalniški's Director was the Lithuanian Economic and Privatization Institute. From 1993 he was chairman of an investment company.

From 1996 to 2000 he was a member of parliament in Seimas. He was again a Minister of Justice in the 8th government from 1996 to 1999. Since 1999, he has been a lecturer for civil law, since 2000 he has been chairman of the Civil and Economic Law. In 2001, he was elected chairman of the Senate of the Mykolas-Romer-University.
