The carte blanche (carte blanche) is a term that has two meanings, one literal, which is the "blank sheet", or "blank check", and another metaphorical, which is to give freedom total to a person or group of people to act.

White letter is the letter, order or dispatch of commission that does not limit the powers of the person to whom it is authorized with it or in which the name of the graceful person is omitted so that it fills as appropriate and also to the letter indefinite or unlimited credit, so that the bearer may take what he likes. Metaphorical sense

In its metaphorical sense it is commonly used in the following grammatical construction: "give carte blanche to [subject]"; and means that the person or group of persons has been granted permission to act with total freedom, going to any resource, performing duties or performing any activity, with or without a defined objective. Its connotation is usually, although not always, negative, since it is presumed that those actions that are realized with carte blanche and could not be realized without her, they lack to the ethical codes or other type of social conventions.
