On 5 and 7 May 1951, new elections had been held, leading to the following distribution of seats in the 40-strong House of Representatives: Partit Nazzjonalista (PN) 15 seats, Partit Laburista (PL) 14, Malta Workers Party (MWP) 7 and Constitutional Party (CON) 4. Borġ Olivier then formed a coalition government with the PNP of former Prime Minister Paul Boffa. With 22 seats, the coalition had a narrow absolute majority in parliament. After a defeat of the coalition in budgetary consultations on 9 October 1953, the three ministers of the MWP resigned, and the ministers of the PN formed a transitional government which remained in office until the new elections on 12 and 14 December 1953 , The third cabinet, Borġ Olivier, was then formed.
