Shiv Kumar was born on July 23, 1936, in the village Big Pund Lohatiya, in the house of village tehsildar Pandit Krishna Gopal and Housewife Shanti Devi of the revenue department of Shakargarh tehsil (now in the Punjab province of Pakistan). After the partition of India, his family moved to Batla in Gurdaspur district, where his father continued his work as Patwari and Bal Shiva got primary education.
In 1953, he matriculated from Punjab University and was nominated in the F.C. program at Baring Union Christian College, Batala. In later life, his father got a job as Patwari in Kadian and during his tenure he gave his best literary contribution. In 1960, the first compilation of his poems, Perna da Paraga (The Scarf of Sorrows) was published, which was quite successful.
