The Central University of the Republic (UCR) is a higher education faculty with offices in Bogotá, Caracas and Quito. It was created during the administration of Francisco de Paula Santander and by 1830 began to work with teachers and students who kept alive the experience of the Botanical Expedition. It is part of the Gran Colombia era. Then the federalist and radical governments, arguing that universities were monopolies of teaching and work that threatened individual freedom, closed the university in question until, in 1864, José María Samper, a former radical, presented a project of law to Congress, of what he called the National University of the United States of Colombia. On September 22, 1867, through Act 66 issued by Congress is officially founded as such.
