Following the accession of the Soviet Union on 27 February 1973, the All-Union Agency for the Protection of the Rights of the Writers' Rights (WPA) became a World Intellectual Property Rights Agreement with effect from 27 May 1973 by Decree of 20 August on 20 September 1973. The WAAP was officially a non-governmental organization of authors representing the copyright interests of Russian authors.
