He was born in Molina de Aragón (Guadalajara) and was a child singer in the Cathedral of Zaragoza.

In 1794, he was appointed master of the chapel in Albarracín and in 1797 obtained in a contest the place of musical director of the Cathedral of Granada. Although it maintained an intense compositive activity, it passed away in 1836 to the 49 years of age, in the extreme poverty. The Miserere by Vicente Palacios

In 1832, Vicente Palacios wrote his Miserere, his best known and the last work he composed in this genre. The reason for which he wrote this work is that, according to the regulations of the Cathedral of Granada, chapel masters were to compose a Miserere every two years during Holy Week. Nevertheless, this Miserere liked so much that it continued being interpreted in the cathedral of Granada for several decades.
