Noel Antonio Londoño Buitrago entered the religious order of the Redemptorists and received the sacrament of priestly ordination on 23 November 1973.

On 13 June 2013, Pope Francis appointed him bishop of Jericó. The archbishop of Santa Cruz de la Sierra, Julio Cardinal Terrazas Sandoval, gave him the bishop's consecration on August 10th of that year. Co-conspirators were the Apostolic Nuncio in Colombia, Ettore Balestrero, and the Archbishop of Cali, Darío de Jesús Monsalve Mejía. The entry into the bishopric of Jericó followed on 24 August.
