Precioso Cantillas entered the Order of the Salesians of Don Bosco and received the sacrament of priestly ordination on 7 December 1979.

On March 31, 1995, Pope John Paul II appointed him titular bishop of Vicus Caesaris and appointed him an auxiliary bishop in Cebu. The Archbishop of Cebu, Ricardo Cardinal Vidal, gave him the bishop's ordination on July 12th, Co-conspirators were Bishop of Iligan, Emilio Layon Bataclan, and the Bishop of San Jose, Leo Murphy Drona SDB. On January 20, 1998, John Paul II appointed him Bishop of Maasin. They were imprisoned on 11 March of the same year.
